Role Overview
The HR COE Specialist/Manager will anchor corporate HR initiatives across the hospital group, ensuring consistency, standardization, and alignment of people practices with organizational strategy. The role will focus on Talent Management, Employee Engagement, HR Budgeting, Performance Management, HRIS, HR governance and providing guidance to Regional HR teams. The position plays a pivotal role in strengthening the hospital's culture, employee experience and workforce effectiveness while supporting high-quality patient care.
Key Responsibilities
Corporate HR
- Drive corporate-level HR strategy, policies, and frameworks across hospital units.
- Ensure alignment of regional HR practices with corporate guidelines.
- Act as the HR knowledge hub for compliance, governance and best practices.
Talent Management & Engagement
- Develop and implement talent management frameworks, succession planning, and leadership development programs.
- Roll out structured employee engagement initiatives to improve retention, morale, and hospital culture.
- Conduct engagement surveys, analyze results, and drive action plans with regional HR.
HR Budgeting
- Prepare and monitor annual HR budgets for manpower, training, engagement, and HR systems.
- Partner with finance to track variances and optimize HR spends.
- Provide cost-benefit analysis of HR programs and initiatives.
HRIS
- Lead implementation and rollout of Zing HR modules across the hospital group.
- Act as system owner for HRIS, ensuring accurate data management, compliance, and reporting.
- Partner with IT and vendors for system upgrades, troubleshooting, and process automation.
- Train and support regional HR teams in Zing HR usage and enhancements.
Performance Management (PMS)
- Design and implement performance management systems aligned with hospital KPIs.
- Manage appraisal cycles, goal-setting frameworks, and performance calibration.
- Support managers and leaders in driving a performance-driven culture.
Guidance to Regional HR
- Provide oversight and functional guidance to HR teams at regional hospitals.
- Ensure standardization of policies, practices, and HR processes across locations.
- Act as the escalation point for complex HR matters requiring corporate-level support.
Qualifications & Experience
- Master's degree in Human Resources, Business Administration, or related field.
- 7-12 years of HR experience, preferably in healthcare or large service industries, with corporate HR exposure.
- Strong hands-on experience in HRIS (Zing HR preferred).
- Proven expertise in PMS, Talent Management, Engagement and HR Budgeting.
- Experience in guiding multi-location/regional HR teams.
