Job Summary

We are seeking a highly motivated and experienced Project Manager to lead the complete operational oversight of the RTO Computerization Project under the Transport Department, Government of Karnataka.


The ideal candidate will be a dynamic leader responsible for managing all facets of project execution, including infrastructure, ensuring seamless data migration, maintaining stringent service-level agreements (SLAs), and spearheading the delivery of e-Governance services across multiple locations throughout Karnataka. This role requires a blend of technical acumen, strong operational management skills, and exceptional stakeholder management capabilities within a government project environment.

Key Responsibilities

1. Operations Management:

- Lead the end-to-end execution of the RTO Computerization Project, ensuring efficient and smooth day-to-day functioning of all RTO offices operating under the new e-Governance model.

- Develop and implement operational strategies to optimize project workflows and resource utilization.

- Proactively identify and mitigate operational risks to ensure project continuity and success.

2. Stakeholder and Customer Management:

- Act as the primary point of contact for all project-related escalations from government officials, departmental heads, and other key stakeholders.

- Foster strong relationships with various government and departmental levels, ensuring high levels of satisfaction and alignment with project objectives.

- Conduct regular reviews with stakeholders to provide updates, gather feedback, and address concerns effectively.

3. Data Entry & Migration Oversight:

- Supervise and manage all aspects of data digitization and migration processes, ensuring data integrity, accuracy, and security during the transition from legacy systems to the new digital platform.

- Develop and enforce robust data validation protocols to minimize errors and ensure compliance with governmental standards.

- Plan and execute data backup and recovery strategies.

4. Infrastructure Management:

- Oversee the complete lifecycle of both IT and non-IT assets, including procurement, supply, installation, maintenance, and periodic upgradation across all project sites (RTO offices).

- Ensure that all infrastructure components meet the required performance, security, and availability standards.

- Manage inventory and asset tracking for efficient resource allocation.

5. Service Level Agreement (SLA) Management:

- Rigorously monitor, track, and ensure strict adherence to all Service Level Agreements (SLAs) as precisely defined in government contracts and project guidelines.

- Implement performance metrics and reporting mechanisms to regularly evaluate SLA compliance.

- Develop and execute corrective action plans for any deviations from agreed-upon SLAs.

6. Vendor Coordination & Management:

- Effectively manage relationships and coordinate with all third-party vendors and service providers.

- Ensure timely delivery of goods and services, manage Annual Maintenance Contracts (AMCs), oversee installations, and facilitate prompt resolution of any vendor-related issues.

- Conduct vendor performance reviews and ensure contractual obligations are met.

7. Compliance & Reporting:

- Ensure all project operations are conducted in strict alignment with prevailing government protocols, regulations, and security guidelines.

- Prepare and deliver timely, accurate, and comprehensive project reports, updates, and detailed documentation to relevant government authorities and internal stakeholders.

- Maintain a complete audit trail of all project activities and decisions.

8. Government Liaison:

- Serve as the primary liaison between the project team and various government departments, including the Transport Department, to ensure project expectations are met and communication channels remain open.

- Facilitate the implementation of new upgrades, policy changes, and procedural enhancements as per new government proceedings and directives.

Qualifications

Education:

- Degree in Business Administration, or a related field.

- A Master's degree or PMP/PRINCE2 certification is highly desirable.

Experience:

- Minimum of 8-12 years of progressive experience in project management, with at least 3-5 years in a leadership role.

- Demonstrable experience in managing large-scale IT infrastructure projects, particularly within the e-Governance or public sector domain.

- Prior experience in projects involving data migration, digitization, and maintaining high availability of IT services is essential.

- Experience working with government departments in India, especially in Karnataka, is a significant advantage.
