KPMG India - Blockchain Leader - Government Technology Practice

Role Overview:

As a Blockchain Leader - Government Technology Practice, you will be responsible for leading blockchain-driven digital transformation initiatives for government entities. You will shape the blockchain strategy, develop cutting-edge solutions, and collaborate with policymakers, regulators, and technology partners to deliver large-scale, impactful projects.

This is a Senior role that requires deep expertise in blockchain technology, digital transformation, public sector IT strategy, and stakeholder management. You will play a crucial role in designing and implementing blockchain solutions that improve transparency, security, and efficiency in governance and citizen service delivery.

Key Responsibilities:

1. Blockchain Strategy & Digital Transformation

- Define and lead blockchain strategies for large-scale government programs, enabling secure, transparent, and decentralized public service delivery.

- Drive end-to-end blockchain project implementation, including solution design, architecture, development, and integration with existing government IT systems.

- Identify high-impact blockchain use cases in public sector domains such as identity management, land records, public procurement, taxation, healthcare, and e-governance.

2. Technology & Solution Leadership:

- Architect scalable, secure, and regulatory-compliant blockchain solutions tailored for government applications.

- Lead the development of custom blockchain frameworks, decentralized applications (DApps), and smart contract-based solutions to improve governance efficiency.

- Leverage AI/ML, data engineering, GIS, and emerging technologies to enhance blockchain applications in the public sector.

3. Business Development & Government Engagement

- Develop and lead blockchain-led digital transformation proposals for government tenders, RFPs, and large-scale consulting engagements.

- Collaborate with senior government officials, policymakers, regulatory bodies, and technology partners to drive blockchain adoption in public sector projects.

- Represent KPMG India in government forums, industry panels, and thought leadership events on blockchain and digital governance.

4. Blockchain Governance, Risk & Compliance (GRC):

- Ensure adherence to legal, regulatory, and cybersecurity standards in blockchain deployments.

- Develop governance frameworks for interoperability, data privacy, and risk management in blockchain-based government ecosystems.

- Advise policymakers on blockchain adoption frameworks and digital public infrastructure initiatives.

Preferred Qualifications & Experience:

- 15+ years of experience in digital transformation, IT strategy, or emerging technologies, with at least 5 years in blockchain solutions development and consulting.

- Strong expertise in blockchain platforms (Ethereum, Hyperledger, Quorum, Corda, etc.), smart contracts, and DApp development.

- Experience in leading government technology initiatives such as e-Governance, digital identity, land records, or supply chain transparency.

- Proven track record in winning and delivering large-scale government projects involving blockchain and emerging technologies.

- Strong stakeholder management skills with the ability to engage at CXO, ministerial, and policymaker levels.
