Job Summary:
The Head of Contracts, Procurement & Billing is responsible for overseeing the full spectrum of procurement, contract management, and billing operations within the organization. This leadership role is instrumental in aligning procurement strategies with organizational goals, ensuring legal and regulatory compliance in contract administration, and maintaining accuracy and timeliness in vendor billing and payments. The role also involves leading a team, driving process improvements, and delivering cost efficiencies across procurement and billing functions.
Key Responsibilities:
1. Procurement Management:
- Sourcing & Supplier Management: Identify, evaluate, and engage with suppliers. Negotiate commercial terms and maintain strong supplier relationships.
- Cost Optimization: Develop and execute strategies to reduce procurement costs and deliver value for money.
- Process Improvement: Streamline procurement workflows and policies to enhance efficiency and compliance.
2. Contract Management:
- Contract Creation & Negotiation: Draft, review, and negotiate supplier/vendor contracts in line with organizational standards and risk parameters.
- Contract Compliance: Ensure contracts comply with applicable laws, regulations, and company policies.
- Contract Monitoring: Track contract performance, renewals, and adherence to contractual obligations.
3. Billing Management:
- Invoice Oversight: Supervise the accurate and timely processing of vendor invoices and customer billing.
- Payment Processing: Manage vendor payments, ensuring alignment with payment terms and cash flow schedules.
- Billing Reconciliation: Investigate and resolve billing discrepancies and disputes in collaboration with internal and external stakeholders.
4. Leadership & Strategic Management:
- Team Leadership: Lead, mentor, and manage a team of procurement, contract, and billing professionals.
- Strategic Planning: Develop long-term procurement and billing strategies that support organizational goals and financial health.
- Performance Management: Monitor KPIs, ensure accountability, and drive continuous improvement across the team.
Required Qualifications and Skills:
- Master's degree in Business Administration, Supply Chain, Finance, Law, or a related field.
- Minimum of 10 years of experience in procurement, contract management, or billing, with at least 3-5 years in a leadership role.
- Strong negotiation and vendor management skills.
- Proven ability to manage end-to-end contract lifecycles and procurement cycles.
- Excellent analytical, communication, and problem-solving skills.
- Proficiency in procurement software's
- In-depth knowledge of contract law, procurement regulations, and financial controls.
