About the Role:
We are seeking a dynamic and experienced Manager - Monitoring, Evaluation, and Learning (MEL) to join our vibrant Project Operations team. This is a crucial role responsible for designing, implementing, and overseeing the MEL framework for our diverse social intervention projects. The ideal candidate will possess a strong understanding of research methodologies, statistical analysis, and data management, coupled with excellent communication and project management skills. You will play a key role in ensuring the effectiveness and impact of our programs through rigorous monitoring, insightful evaluation, and continuous learning.
Responsibilities:
Technical Collaboration & Understanding:
- Thoroughly understand the scope of work for various projects and actively participate in technical discussions with corporate partners to clarify research objectives and methodologies.
- Contribute to the development of project proposals by providing expertise on MEL aspects.
Indicator & Objective Setting:
- Evaluate project goals and objectives to identify and define key performance indicators (KPIs) for effective monitoring and evaluation.
- Decide on appropriate indicators that accurately measure project progress, outcomes, and impact.
Proposal Development:
- Draft comprehensive Monitoring & Evaluation (M&E), Impact Assessment, and Need Assessment proposals.
- Design robust M&E frameworks and procedures, including data collection methodologies, timelines, and reporting mechanisms.
- Develop effective and relevant data collection study tools and questionnaires, ensuring they align with project objectives and ethical considerations.
Data Collection Tool Development & Digitization:
- Ensure accurate and culturally appropriate translation of data collection tools.
- Finalize Computer-Assisted Personal Interviewing (CAPI) instruments, incorporating necessary skips, checks, and validation rules.
- Convert paper-based questionnaires into digital formats using CAPI software or other suitable digital data collection platforms.
Data Collection Management & Training:
- Develop and deliver comprehensive training to the data collection team on data collection techniques, ethical considerations, and the use of data collection tools (both paper-based and digital).
- Provide ongoing support and supervision to the data collection team during field exercises.
Execution of M&E Activities:
- Execute M&E activities in accordance with the approved proposals and timelines.
- Carry out field studies and data collection as required.
- Interpret collected data to identify trends, patterns, and insights relevant to project performance.
Data Management & Analysis:
- Implement robust data review and management protocols to ensure data quality and integrity.
- Perform data cleaning, validation, and advanced statistical analysis using relevant software (e.g., SPSS, R, Stata).
- Present data findings in a clear, concise, and visually appealing manner.
Reporting & Dissemination:
- Prepare high-quality final reports of conducted studies, including clear findings, conclusions, and actionable recommendations.
- Contribute to the dissemination of M&E findings to relevant stakeholders.
Consultant Management:
- Manage external consultants engaged for specific MEL tasks, including defining scopes of work, overseeing their deliverables, and ensuring quality.
Qualifications and Experience:
- Education: Minimum Master's degree in Social Work, Development Studies, Economics, Statistics, or a related relevant stream.
Experience:
- Minimum of 4-5 years of progressive experience in designing questionnaires, conducting field exercises, managing, interpreting, and analyzing large data sets.
- Proven experience in report preparation related to social development interventions.
- Demonstrated experience in developing and implementing M&E frameworks and tools.
