About the Role

The Director of Workforce Development is a senior leadership role responsible for designing, implementing, and overseeing workforce strategies that strengthen organizational capability, talent readiness, and employee engagement. This role focuses on aligning workforce planning, learning and development, talent pipelines, and organizational growth with the companys long-term strategic objectives. The Director will partner closely with executive leadership, HR, operations, and external stakeholders to ensure the workforce is future-ready, skilled, and optimized for business transformation.

Core Responsibilities

1. Workforce Strategy & Planning

- Develop a comprehensive workforce development strategy aligned with organizational goals, industry trends, and future skill requirements.

- Lead strategic workforce planning initiatives to anticipate future talent needs and bridge skill gaps.

- Integrate workforce development into organizational planning, succession management, and growth strategies.

2. Learning & Capability Development

- Build and oversee enterprise-wide learning and development frameworks, leadership programs, and career pathing initiatives.

- Introduce reskilling and upskilling initiatives to prepare employees for evolving technologies and business demands.

- Partner with business units to create targeted training programs that enhance workforce productivity and innovation.

3. Talent Pipeline & Community Engagement

- Establish talent pipeline strategies through partnerships with universities, training institutions, and workforce agencies.

- Develop apprenticeship, internship, and graduate programs to attract and retain emerging talent.

- Represent the organization in external forums, industry councils, and community workforce initiatives.

4. Organizational Development & Change Management

- Drive initiatives that strengthen employee engagement, retention, and culture alignment.

- Lead organizational transformation efforts, ensuring workforce strategies support digital, structural, and operational changes.

- Provide executive-level guidance on change management, talent optimization, and cultural integration.

5. Data-Driven Workforce Insights

- Leverage data analytics and workforce intelligence to inform decisions on workforce planning, performance, and skills development.

- Establish KPIs and reporting frameworks to measure the impact of workforce development programs.

- Provide actionable insights to senior leadership on workforce readiness and long-term sustainability.

6. Leadership & Governance

- Lead a team of workforce development professionals, learning specialists, and program managers.

- Define clear objectives, accountability structures, and success measures for the team.

- Ensure compliance with labor laws, diversity and inclusion commitments, and ethical workforce practices.

7. Stakeholder & Executive Collaboration

- Act as a strategic advisor to the CEO, CHRO, and executive leadership team on workforce issues.

- Partner with HR, Finance, Operations, and Business Leaders to align workforce strategies with organizational priorities.

- Build relationships with government agencies, industry associations, and academic partners to shape external workforce policies and practices.

Desired Profile

Education: Masters degree in Business Administration, Human Resources, Organizational Development, or a related discipline.

Experience: 10-12 years of progressive experience in workforce development, HR strategy, or organizational development, with at least 5 years in a senior leadership role.

Strong expertise in strategic workforce planning, talent development, learning frameworks, and organizational change management.

Demonstrated success in building scalable workforce programs, leading cross-functional initiatives, and managing large teams.

Proficiency in leveraging HR analytics, workforce planning tools, and L&D platforms.

Exceptional leadership, communication, and stakeholder management skills with the ability to influence at the executive level.
