
Role Overview
We are seeking a highly skilled Project Manager with proven expertise in large-scale civil infrastructure projects, particularly embankment strengthening, flood protection works, and blacktopping of long-length embankments. The candidate will be responsible for end-to-end project planning, execution, monitoring, and stakeholder management, ensuring strict adherence to BIS codes, hydrological study recommendations, and government compliance standards.
This role requires technical leadership, resource optimization, and on-ground supervision of multi-disciplinary teams to deliver high-quality, durable infrastructure in challenging flood-prone environments.
Key Responsibilities
Project Planning & Execution
- Develop, review, and implement Detailed Project Reports (DPRs), BOQs, rate analysis, and cost estimates.
- Plan, schedule, and execute embankment raising, strengthening, and blacktopping as per BIS codes and High Flood Level (HFL) benchmarks.
- Ensure compliance with hydraulic and hydrological study findings for flood management and river training measures.
- Monitor project progress using project management tools (MS Project/Primavera/ERP systems) and ensure timely delivery.
Technical Supervision & Quality Assurance
- Supervise execution of earthwork operations (filling, compaction, borrow pit management) across large-scale projects (2080 km embankments).
- Oversee technical works including stone revetment, geo-textile laying, pitching, aprons, and spurs.
- Ensure blacktopping/bituminous road works meet MoRTH and IRC specifications.
- Implement strict Quality Assurance & Quality Control (QA/QC) protocols including laboratory and field testing for materials (soil, aggregates, bitumen, geo-textiles).
- Enforce compliance with ISO standards, safety protocols, and environmental regulations.
Stakeholder & Coordination
- Act as the primary liaison with Water Resources Department (WRD), Public Health Engineering Department (PHED), NHAI, consultants, and funding agencies.
- Engage with local communities for land use, flood-prone area access, and socio-environmental considerations.
- Prepare and present progress reports, compliance documentation, and technical presentations for government and regulatory bodies.
Team & Resource Management
- Lead multi-disciplinary teams including civil engineers, hydrologists, surveyors, QA/QC engineers, and contractors.
- Ensure optimal utilization of manpower, heavy machinery (excavators, compactors, pavers), and construction materials.
- Monitor contractor/vendor performance, ensuring timely procurement and supply chain efficiency.
- Uphold workplace safety standards, risk assessments, and environmental safeguards during project execution.
Required Skills & Competencies
- Strong technical expertise in hydraulic structures, embankments, flood protection, and blacktopping works.
- Proficiency in AutoCAD, STAAD Pro (preferred), MS Project/Primavera, and project cost control tools.
- In-depth knowledge of BIS codes, MoRTH guidelines, IRC specifications, and flood management standards.
- Excellent leadership, problem-solving, and decision-making skills in dynamic project environments.
- Strong communication and stakeholder management skills, especially with government agencies.
Qualifications
- Bachelors Degree in Civil Engineering (mandatory).
- Masters in Water Resources / Structural / Geotechnical Engineering (preferred).
- PMP / PRINCE2 / IPMA certification (preferred).
- Minimum 8 - 15 years of experience in project management of large-scale infrastructure/water resource projects.
