Purpose of the Role:
To lead and manage all commercial, contractual, and cost-related aspects of marine and heavy civil construction projects, ensuring financial efficiency, contractual compliance, and risk mitigation throughout the project lifecycle. Areas of Expertise - Contract administration and management (FIDIC, NEC, EPC, Design & Build)
- Cost planning, budgeting, and financial control for large-scale projects
- Measurement, valuation, and preparation of interim and final progress claims
- Variation, claims, and dispute resolution management - Procurement strategy and tender evaluation
- Risk assessment, cost forecasting, and value engineering
- Marine and heavy civil construction works, including dredging, piling, quay walls, jetty, offshore, and marine concrete works.
- Knowledge of international construction standards and codes (ISO, FIDIC, AACE, etc.)
Preferred Experience
- 20+ years of experience as a Contract & Quantity Surveyor in marine, offshore, or heavy civil construction projects.
- Extensive experience in large-scale EPC, Design & Build, or turnkey projects
- Expertise in managing FIDIC, NEC, or other international contracts
- Strong background in cost planning, contract administration, and financial reporting
- Proven track record in managing variations, claims, and dispute resolution
- Experience with subcontractor management, procurement, and tendering processes
- Exposure to offshore and coastal construction projects including dredging, piling, and marine concrete works
- Experience mentoring and leading teams of surveyors and commercial staff
Other Skills
- Strong negotiation, communication, and stakeholder management skills.
- Analytical and detail-oriented with strong numerical ability
- Leadership and mentoring of junior quantity surveyors and project staff
- Proficiency in construction management and cost software (Primavera, MS Project & SAP)
- Problem-solving in contractual and commercial disputes - Excellent documentation and reporting skills.
Key Accountabilities
- Prepare project cost estimates, budgets, and cash flow forecasts
- Administer and monitor contracts, including variations, claims, and contractual compliance
- Review and approve subcontractor and supplier quotations, invoices, and payments - Quantify and value work completed for interim payment applications
- Advise management on financial risks, cost-saving measures, and value engineering options
- Liaise with clients, consultants, and subcontractors on contractual and financial matters
- Resolve disputes or claims and support negotiations in case of arbitration or litigation
- Prepare monthly, quarterly, and final financial reports for management.
